This advert, which I believe appeared in a Welwyn Garden Handbook, describes this establishment as being on the Station Approach.
I have never heard of Scotties before, but I bet there is somebody out there who remembers it. Over to you.

Before we moved to WGC my father used to travel from London every day to work in the men’s hairdressing department at Welwyn Stores. I can remember coming on the train from London several times to see our new house before we moved in and we stopped at Scotties for a cup of tea each time.
I thought I was the only person who remembered Scottie’s. My Mother, brother and sister often sat in the garden in the Summer after School. I lived in Fearnley Road and attended Parkway and Applecroft School from 1953, my brother and sister from 1945 and 1949.
Scotties cafe was next door to Newmans the newsagents and its premises were about where Poppins is now.
